Grafity becomes the art deco from most neighborhoods in New York City!

Just this morning I saw on the AM news paper, the anti-graffiti law is going to be reformed by the judge George Daniels, allowing 18 to 20 years old people to buy and carry spray paints and etching acids the same that are used to destroy our visual environment and the acid is the new innovation used to write on the trains windows and doors making the MTA to replace them in most part of the trains because of the acid damage. So, with the law under aged teenagers cannot have access to this kind of products, but the others absolutely yes...? I really think this reform is totally illogical because from the last two years more or less we have been fighting against the graffiti in our neighborhoods, especially in the Bronx. Our city looks dirty with graffiti everywhere.
I do not know what this judge has on his mind maybe where he lives is a nice place in the suburbs with nice walls and great view, he should come and visit us in our neighborhoods to enjoy our visual contamination.
Gratefully this law is not definitely up till now.
